Abstract
This study investigates the effectiveness of surface robots (USVs) and underwater robots (AUVs/ROVs) in maritime rescue operations in Indonesia. This is due to a 37.6% increase in ship accidents in the archipelago, which has 17,000 islands, in 2024 compared to 93 cases in 2023. The objective is to identify the strengths and weaknesses of each robot in the context of an ideal SAR strategy that supports national maritime policy. Detection accuracy, range, and response speed in tropical climates were measured through literature studies, software simulations, and real-case evaluations. The results show that USVs are better at fast mobility (15-25 knots) and wide coverage (50 km), while AUVs/ROVs are better at depth (1,000 m) with high accuracy (±1 m). The results include communication protocols, operator training, and integration strategies for SAR operations in Indonesia. By combining both, SAR effectiveness increases by up to 40%.Keywords: surface robot, underwater robot, maritime rescue, comparative analysis, SAR
